Relationship To Strategic Plan:
Goal IV: Be a highly desirable place to live, work and recreate.
Goal V: Be a financially sound city providing exemplary city services.
Goal VI: Have a collaborative citizen and business engagement base.
Executive Summary:
Nine (9) City Council Policies are related to “Streets, Traffic, and Parking”, of which, seven (7) are proposed to be revised or rescinded. In addition to these changes, two (2) City Council Policies are proposed to be added, related to the Residential Traffic Management Program (RTMP). The combined changes are being proposed due to City Council Policies either conflicting or being superseded by the City Code of Ordinances or the Unified Development Ordinance (UDO). The revisions, recissions, and additions were presented to the City Council Policy Review Committee on November 1, 2023 and again on June 26, 2024 before being unanimously moved to be submitted to the August 5, 2024 Council Work Session. At the August 5, 2024 Council Work Session, this item received unanimous approval to move forward to consent at a regular Council Session.
Background:
There are currently nine (9) City Council Policies that are related to “Streets, Traffic, and Parking”, and some of them may either be in conflict or have superseding requirements from the City’s Code of Ordinances and Unified Development Ordinance (UDO). These City Council Policies are labeled as follows:
• 160.1 - Street Improvements
• 160.2 - Sidewalk Construction & Maintenance
• 160.2.1 - Expenditure of Funds in the Sidewalk Waiver Fund
• 160.3 - Request for Speed Limit Changes
• 160.4 - Street Naming Changes
• 160.5 - Warrant Loading Unloading Zones
• 160.6 - Acceptance of Private Streets for City Maintenance
• 160.7 - Fees for Parades, Motorcades, and Special Events
• 160.8 - Street Paving for New Utility Installations
In addition to the City Council Policies identified above, two (2) new policies are suggested for adoption, and would be identified as follows:
• 160.9 - Residential Traffic Management Program (RTMP) - Speed Humps
• 160.9.1 - Residential Traffic Management Program (RTMP) - Multi-Way Stops
History: Revisions to the City Council Policies, identified above, were presented to the City Council Policy Review Committee on November 1, 2023. From that meeting, staff were to follow up with answers to questions that the committee may have had. Personnel changes delayed the follow-up on this topic until it was requested and held on June 26, 2024, where staff presented the proposed revisions again. From this meeting, the Committee unanimously moved to send all recommended changes and recissions to City Council Policies to the August 5, 2024 Council Work Session. At the August 5, 2024 Council Work Session, this item received unanimous approval to move forward to consent at a regular Council Session.
The following proposed changes were presented to the City Council Policy Review Committee on June 26, 2024, and the City Council at the August 5, 2024 Council Work Session.
160.1 - Street Improvements
• 1.d - Under “Definitions - Local Street”, removing “The standard width of local streets shall be 37 feet with the City Council having the right and option to authorize the construction of a street down to a minimum width of 29 feet when right-of-way problems and present and apparent future traffic demands in an area reasonably justify the construction of a street less than the standard width.”
o The City uses and refers to standard details regarding roadway widths, and UDO 30-6 “Subdivision Design Standards” discusses minimum right of way and maximum grade standards.
• 2.a - Under “Street Improvements - Existing City Streets”, removing “It is further provided that any petitions for street paving received prior to December 31, 1987, regardless of when finally approved and confirmed, shall be assessed at a rate no greater than $4.00 per linear foot for each side of the street”
o The cost of paving a soil street is defined under the adopted Fee Schedule.
