Bids were received for construction award for Lift Station 33 Cargill Lift Station Structural Repair to Charles R. Underwood, Inc., Sanford, NC, the lowest responsive, responsible bidder and in the best interests of PWC in the total amount of $595,535.25.
Background:
The Fayetteville Public Works Commission, during the meeting on July 22, 2026, approved the construction award for Lift Station 33 Cargill Lift Station Structural Repair to Charles R. Underwood, Inc., Sanford, NC, the lowest responsive, responsible bidder and in the best interests of PWC in the total amount of $595,535.25, and forward to City Council for approval.

The bid notice was advertised through our usual channels on May 28, 2026, with a bid opening date of June 18, 2026. Bids were solicited from three (3) vendors and three (3) were received. SDBE / SLS Participation: Charles Underwood Inc. is not a small local business. Within the bid submittal, the contractor has identified Titan Services & Equipment Repair for subcontracting. Titan Services & Equipment Repair is not a certified Small Local Supplier (SLS) or local business. The contractor has indicated an anticipated 20% subcontracting participation with this firm.

The Fayetteville Public Works Commission recommends that City Council approve the construction award for Lift Station 33 Cargill Lift Station Structural Repair to Charles R. Underwood, Inc., Sanford, NC, the lowest responsive, responsible bidder and in the best interests of PWC in the total amount of $595,535.25 and authorize the CEO and General Manager of the Fayetteville Public Works Commission to execute for that purpose the contract for its construction.
