Relationship To Strategic Plan:
As the City of Fayetteville continues to grow and thrive, the City Council and staff remain committed to moving forward together through a strategic plan that clearly defines a shared vision for the community’s future. The plan supports long-term vitality and sustainability while providing direction for the City’s programs, services, and performance expectations. This commitment to strategic planning and performance management strengthens the City’s ability to deliver excellent services and maintain a high quality of life for residents.
Executive Summary:
The Fayetteville City Council has worked diligently to strengthen the organization’s commitment to high performance by using data and stakeholder input to develop a forward-thinking, relevant, and outcome-based strategic plan for the City.
The Mayor, City Council, and staff share a responsibility to ensure that the actions of public officials, employees, contractors, and volunteers are carried out in the most responsible manner possible. This responsibility includes ensuring that City policies, budgets, goals, and objectives are fully implemented and aligned with the City Council’s priorities.
In February 2026, the City Council held a one-day strategic planning retreat to refine the City’s strategic plan. During the retreat, Council reviewed existing goals, discussed past accomplishments, and agreed on four strategic priorities for FY 2027. The strategic planning consultant returned at the April 8 City Council regular meeting to brief Council on the retreat outcomes and confirm consensus on the agreed-upon priorities and language for FY 2027.
The City Manager’s Office has directed the Office of Strategy and Performance Analytics to meet regularly with City teams to advance the Council’s priorities and report progress to City Council on a quarterly basis during a City Council meeting. The Office of Strategy and Performance Analytics will work closely with stakeholders to track progress, monitor performance measures, and report any changes in timelines or outcomes.
The City’s continued commitment to strategic planning and performance management strengthens the operations of the City of Fayetteville. This approach supports excellent service delivery, promotes a high quality of life for residents, and allows for long-range organizational planning that is aligned with departmental operations and performance expectations. With this system in place, the City is better positioned to allocate resources appropriately and build strategies for continuous improvement.

The City of Fayetteville is committed to being data-driven and results-focused through a strong strategic plan and performance management framework. The City believes better policy is developed by proactively encouraging participation from residents, employees, and businesses in local government. This includes providing diverse engagement opportunities and ensuring easy, open access to public data and information.

Options:
City Council has two options: accept and adopt the recommended FY 2027 Strategic Plan as presented or reject the recommended FY 2027 Strategic Plan as presented and provide additional direction to the City Manager.
