Executive Summary:
City Council is asked to adopt a resolution to authorize two (2) municipal agreements with the North Carolina Department of Transportation (NCDOT) for grant funds awarded from the Fayetteville Area Metropolitan Planning Organization (FAMPO) Surface Transportation Block Grant (STBG) for sidewalk projects on Bragg Blvd, Bonanza Drive, Country Club Drive, Morganton Road, Santa Fe Drive, Stacey Weaver Drive, Bunce Road, Bingham Drive, and Cliffdale Road. These projects include the installation of pedestrian facilities such as sidewalks and accessible curb ramps. The City will fund 20% of the cost to install the sidewalks.
Background:
The scope and projects included in the two municipal agreements are as follows:
BL-0137: This project consists of construction of sidewalk on the west side of Bonanza Drive from Santa Fe Drive to Yadkin Road; construction of sidewalk on the east side of Bragg Blvd from Pamalee Drive to Shaw Road; construction of sidewalk on the south side of Morganton Road from Bonanza Drive to Skibo Road; construction of sidewalk on the north side of Country Club Drive from Murchison Road to Ramsey Street; construction of sidewalk on the north side of Santa Fe Drive from Yadkin Road to Bonanza Drive; and construction of sidewalk on the south side of Stacy Weaver Drive from McArthur Road to Southland Drive.
BL-0138: This project consists of construction of sidewalk on the east/south side of SR 1400 (Cliffdale Road) from US 401 (Raeford Road) to SR 1402 (Rim Road); construction of sidewalk on south side of SR 1400 (Cliffdale Road) from SR 1402 (Rim Road) to SR 1403 (Reilly Road); and construction of sidewalk on the western side of NC 162 (Bunce Road/Bingham Drive) from US 401 (Raeford Road) to Lakeridge Drive.
The proposed “draft” municipal agreements from the NCDOT were received on April 5, 2025, estimating the cost to the City for the sidewalks at $1,030,000. NCDOT participation is estimated at $4,120,000 for a total funding amount of $5,150,000.
Funding for this municipal agreement was previously appropriated by City Council on November 25, 2024 by Capital Project Ordinance Amendment (CPOA) 2025-32.
Issues/Analysis:
The City is required to administer these projects through NCDOT’s Locally Administered Process. Upon successful completion of the construction, NCDOT will reimburse the City 80% of the cost. The City is required to maintain the sidewalks upon completion of the projects. By approving the resolution to authorize the municipal agreements, the City is committing to administering the projects and to providing 20% in matching funds.
Budget Impact:
There is no impact to the General Fund. Capital Project Ordinance Amendment (CPOA) 2025-32 appropriated funding for the City’s share of the municipal agreement for the sidewalks for this project.
Options:
1. Adopt the resolution authorizing the City Manager to execute the municipal agreements as presented.
2. Do not adopt the resolution and provide further direction to staff.

Staff recommends that City Council adopt the resolution authorizing the City Manager to execute the municipal agreements as presented.
