Executive Summary:

Council is asked to adopt Budget Ordinance Amendment 2024-8 to appropriate $10,000 of the 2023 Motiva First Responder Grant. It will be used to send two personnel to the 2024 Xtreme Industrial Fire and Hazard Training School in College Station, Texas. The two attendees will return and train the remaining department members on the proper strategies and tactics in combating industrial fires.

 

 

Background: 

The City of Fayetteville Fire Department (FFD) received firefighting equipment from Motiva, LLC in 2012 as part of their site expansion to meet the fire code requirements.  In addition to the purchase of the equipment, Motiva funded the attendance of two fire department personnel at the industrial firefighting school in Texas. The two FFD personnel were sent using the train-the-trainer approach to ensure FFD personnel were proficient in the use of the equipment and appropriate strategies and tactics.

 

While large industrial fires at facilities such as Motiva are rare, the environmental and economic impacts can be significant. The training and equipment can be used anywhere in the FFD response district. Our current knowledge is 12 years old, and the firefighting industry is ever evolving and progressing with new strategies and tactics born from a better understanding of fire dynamics, better methods of foam application, and innovative equipment design. The Motiva First Responder Grant will assist us in our efforts to reduce risks in our community by ensuring the relevancy of our training.

 

 

 

Issues/Analysis: 

None

 

 

Budget Impact: 

There is no impact on the general fund as there is no local match required.  Cost above the grant amount will be covered by existing funds in the hazardous materials program training budget.

 

 

Options

1: Adopt Budget Ordinance Amendment 2024-8 to appropriate the grant funding.

2: Do not adopt Budget Ordinance Amendment 2024-8 and provide further direction to staff.

 

 

Recommended Action: 

Staff recommends that Council move to adopt the budget amendment ordinance as presented.
