Executive Summary:
The Council is requested to approve the award and authorize the City Manager to execute a contract for the Market Square Pedestrian Improvements project, in the amount of $648,519.20, to the lowest responsive and responsible bidder, Morgan Trucking & General Construction Inc.
Council is also requested to adopt Capital Project Ordinance Amendments 2020-1, 2022-19, 2022-21, and 2023-2 to transfer and reduce funds from existing projects to reallocate $401,980 to cover project costs.
Background:
At the May 5, 2025 Work Session, City Council was presented with two alternatives related to modifications to the Market House Plaza. Based on Council’s consensus, staff initiated the design of the pedestrian improvements in and around the Market House Plaza.
The design was completed in December 2025. Proposed improvements were reviewed by the State Historic Preservation Office and received approval on January 27, 2026. The project was then advertised for bids on February 6, 2026, and subsequently received a Certificate of Appropriateness from the City’s Historic Resources Commission on February 24, 2026.
The project was advertised for bids to be opened on March 13, 2026, and re-advertised for bids to be opened on Mark 24, 2026. Two bids were received and are as follows:
$648,519.20 Morgan Trucking & General Construction Inc.
$791,933.40 Highland Paving Co., LLC
Issues/Analysis:
None
Budget Impact:
There is no impact on the General Fund. Pedestrian improvements are being funded by State Direct Grant funds. Stormwater infrastructure is being funded with enterprise funds. Funding is being reallocated from existing projects.
Options:
1. Approve the award and authorize the City Manager to execute a contract for the Market Square Pedestrian Improvements project, in the amount of $648,519.20, to the lowest responsive and responsible bidder, Morgan Trucking & General Construction Inc., and approve CPOA 2020-1, 2022-19, 2022-21, and 2023-2 to reallocate funds to cover project costs.
2. Do not award contract or approve the ordinance amendments, and provide further direction to staff.
