Executive Summary:
The Guaranteed Maximum Price No. 1 (GMP #1) pricing proposal for Fire Station 16 from Barr&Barr/HORUS Construction is attached for reference, review, and to support the action recommended below.
Enclosed you will find a thorough and detailed GMP Package based on the Design Development (DD) set of drawings from Davis Kane Architects. The package contains a summary of the total project estimated cost, the actual cost for GMP #1, and an estimated cost for GMP #2, which will be brought to the City Council for final approval once design is complete. GMP #1 is considered an early release package to begin site work and procurement of long-lead equipment items. Based on the current schedule, design and permitting should be complete by May 2026. GMP #2 will be brought before council for approval in July 2026, which will include the remaining scope of work for construction of the entire project.
Background:
The Fayetteville Fire Department (FFD) is relocating Fire Station 16 from its temporary facility to a permanent facility at the corner of Cedar Creek Rd. and Fields Rd (REID: 0445898657000). This facility is designed to be approximately 10,000 square feet which will encompass firefighter living/working quarters, two (2) drive-thru apparatus bays, turnout gear storage room, decontamination room, tool storage room, electrical room, mechanical room, information technology room, fitness room, public / private bathrooms, dorm rooms, day room, kitchen, offices, and a training / community meeting space room.
Barr&Barr/HORUS Construction is the selected Construction Manager at Risk for this project being designed by Davis Kane Architects. The project is currently in Construction Documentation (CD) phase, nearing the completion of overall design. GMP #1 is considered an early release package. It includes scopes of work related to site work, utilities, foundations, and release of long-lead equipment. GMP #1 allows the construction work to begin while the project team finalizes the design. Based on the current schedule, design and permitting should be complete by May 2026. GMP #2 will be brought before council for approval in July 2026, which will include the remaining scope of work for construction of the entire project. At this point, Council reserves the right to accept or reject GMP #2.
This is the first fire station in the 2022 $60 Million Public Safety Bond program.
Issues/Analysis:
GMP #1 cost commitments are within the established total GMP budget. Additionally, GMP #2 cost estimates are also within the established total GMP budget. Collectively, GMP #1 committed costs, and GMP #2 estimated cost are within the total GMP budget of $7.3 million for the project.
Budget Impact:
None - Included in the project budget.
Options:
1. Authorize the City Manager to negotiate and enter into a contract for GMP #1 with Barr&Barr/HORUS Construction.
2. Do not authorize City Manager to negotiate and enter into a contract GMP #1 and provide further guidance.
