Executive Summary:
The City has been awarded grant funding for the State Crisis Intervention Program (SCIP) & Community Violence Intervention and Prevention from the Governors Crime Commission. Council is asked to adopt Special Revenue Fund Project Ordinance 2027-1 to appropriate $250,000 for the reduction of violent crimes committed by youth and repeat offenders.
This project focuses on youth at-risk of being involved in violence. Through close collaboration with School Resource Officers (SROs), law enforcement and partnering agencies will work together to identify and connect youth with critical support services. By leveraging the daily presence and relationship SROs have within schools, the program will enhance early intervention efforts, reduce potential for criminal behavior, and expand access to prevention & intervention strategies.
Background:
This project will occur in collaboration with the Marius Maximus Foundation and Group-Theory local nonprofit organizations. The Marius Maximus Foundation will work with at-risk youth to refer to wraparound service providers and other essential resources. This partnership is designed to reduce juvenile involvement in the justice system by improving access to mental and behavioral health services and strengthening family stability.
Group-Theory will work to implement a full-time hospital liaison program, known as the Hospital Violence Intervention Professional (HVIP) initiative. The HVIP will respond to patients presenting with violent injuries at local hospitals, offering immediate trauma-informed support. Their role includes building trust with victims, families, and social circles, assessing the risk of retaliatory violence, and encouraging participation in psychosocial services and community-based programs.
Issues/Analysis:
The grant performance period extends through September 30, 2027.
Budget Impact:
There is no impact on the General Fund fund balance.
Options:
1. Adopt Special Revenue Project Ordinance 2027-1 to appropriate the grant funding.
2. Do not adopt Special Revenue Project Ordinance 2027-1 and provide further guidance to staff.
