Executive Summary:

The Council is asked to approve award of, and authorize the execution of a contract for the Ray Avenue Drainage Improvement project. The lowest responsive, responsible bidder, TA Loving Company dba Pipeline Utilities, Inc. is recommended.

 

The Council is also asked to adopt a Resolution of Tentative Award. This Resolution of Tentative Award is required by NCDEQ to be included in the project bid information that is submitted for review and approval.

 

Contract will primarily be funded by American Rescue Plan (ARP) funding from the State Fiscal Recovery Fund established in S.L. 2021-180.

 

Background: 

The Ray Avenue Drainage Improvement Project will construct infrastructure upgrades to the existing storm drain system along Ray Avenue and Maiden Lane which consists of concrete pipe and aging/failing infrastructure. The failing storm sewer system is being removed and upsized to provide more drainage capacity to reduce localized flooding.  

 

The project was advertised to the public and bids were received on January 26, 2024. One (1) bid was received and is as follows:

                     $2,957,376.00                                                               TA Loving Company dba Pipeline Utilities, Inc.

 

 

Issues/Analysis: 

None

 

 

Budget Impact: 

There is no impact to the City’s General Fund. Project will be funded with ARP funding from the State Fiscal Recovery Fund established in S.L. 2021-180. Any cost over ARP provided funds for City items would be funded with stormwater enterprise funds.

 

PWC items related to their utility upgrades are not eligible for ARP funding and will be PWC’s responsibility to fund. The City will pay the contractor invoices as they are received and will, in turn, bill PWC.

 

 

Options

1.                     Award contract and authorize the City Manager to execute a contract for the Ray Avenue Drainage Improvements project with the lowest responsive, TA Loving Company dba Pipeline Utilities, Inc., in the total amount of $2,957,376.00. In addition, adopt Resolution of Tentative Award for the Ray Avenue Drainage Improvements.

 

2.                     Do not award contract or adopt Resolution of Tentative Award and provide further direction to staff.

 

 

 

Recommended Action: 

Staff recommends Council award contract and authorize the City Manager to execute a contract for the Ray Avenue Drainage Improvements project with the lowest responsive, TA Loving Company dba Pipeline Utilities, Inc., in the total amount of $2,957,376.00. In addition, adopt Resolution of Tentative Award for the Ray Avenue Drainage Improvements.
