Executive Summary:

City Council is asked to approve the award of and authorize the City Manager to execute a contract with the lowest responsive, responsible bidder, K&C Contractors, Inc. to convert the current six (6) public tennis courts into three (3) tennis courts and ten (10) pickleball courts.

 

Background: 

On August 4, 2025, City Council provided consensus direction to staff to approve resurfacing of the Tokay Park tennis courts making half pickleball courts and the other half tennis courts in response to increased community demand for pickleball facilities and the need to preserve quality tennis infrastructure. The approved project will convert the current six (6) public tennis courts into three (3) tennis courts and ten (10) pickleball courts.

 

The existing tennis courts at Tokay Park have exceeded their useful life and no longer meet the City’s standards for safety, accessibility, or playability. Extensive cracking, poor drainage, and worn surfacing have significantly limited usability and created ongoing maintenance challenges. To address these issues and advance implementation of the Parks Master Plan, the Economic and Community Development (ECD) Department partnered with the Parks and Recreation Department on this project to demolish the existing courts and rebuild per the Council approved configuration.

 

Funding for the improvements is provided through the Community Development Block Grant (CDBG) program, which allocates federal funds annually to help cities address local priorities such as housing, public services, neighborhood improvements, and blight removal. These investments are intended to strengthen communities and expand opportunities for low- to moderate-income residents.

 

ECD entered into a contract with Bolton & Menk, an urban design firm, to develop demolition and design plans for the reconfigured courts. Following coordination with multiple City departments, a final design was approved and an Invitation to Bid was issued. In response, three (3) sealed bids were received and evaluated and the lowest responsive and responsible bid was selected; however, following a thorough background review, City staff determined the firm did not have the required documentation to operate in North Carolina. As a result, the project was rebid.

 

In response to the rebid, four (4) sealed bids were received and evaluated. K & C Contractors, Inc. submitted the lowest responsive and responsible bid in the amount of $674,000.

 

The project was advertised for bids to be opened on January 22, 2026.

Issues/Analysis: 

The timeline for this project may be impacted by rain and temperature related delays that will be accounted for within the construction agreement.

 

Budget Impact: 

Funding for this project was approved in the ECD’s Housing and Urban Development Annual Action Plan. There is sufficient funding within the CDBG budget for the total estimated project amount of $699,744.

    

Options

1.                     Approve award of and authorize the City Manager to execute a contract for the Tokay Park Pickleball Conversion Project with the lowest responsive, responsible bidder, K & C Contractors, Inc., in the total amount of  $674,000.00.

2.                     Do not authorize the City Manager to execute the contract and provide further direction to staff.
