Executive Summary:

The City has received notification of a $5,000 grant award from Cumberland Community Foundation. Funding from this grant will be used to repair monuments for the Cross Creek Cemetery. Staff is seeking authorization to accept the grant award and Council adoption of Special Revenue Fund Project Ordinance Amendment (SROA) 2025-3 to appropriate the funding

 

Background: 

Cross Creek Cemetery #1, bounded by N. Cool Spring & Grove Street, is one of the crown jewels of the community. Over time its appearance and position in the community has greatly diminished. Dating back to 1785, the lives of those interred span three periods of history - Colonial, Revolutionary, and Civil War - and this location is the final resting place of many notable patriotic citizens that were instrumental in shaping our community, state and, in some cases, our nation.

 

The Conservation Restoration Plan for Cross Creek Plan is a three phase project designed to:

 

• Conserve the significant history of the site incorporating interpretive signage, historic tours, educational outreach materials and community events;

• Restore the natural beauty of the cemetery using indigenous flora of the period as well as restore its monuments, One hundred of which are nationally recognized as “works of art” by the US National Register of Historic Places, and

• Preserve the hallowed ground where so many are honored and respected.

 

In 2020 the Cumberland Community Foundation awarded the City a grant in the amount of $65,000 to complete phase 1 of the Conservation Plan for Cross Creek Cemetery. Phase 1 of the project is almost complete, and additional funds are needed to purchase trees for the cemetery. The additional grant funds will provide the needed support as staff works towards completing phase 1 of the Conservation Plan for Cross Creek Cemetery.

Budget Impact: 

There is no impact to the General Fund fund balance.

 

 

Options

1)                     Adopt Special Revenue Fund Project Ordinance Amendment 2025-3 to appropriate grant funding.

2)                     Do not adopt Special Revenue Fund Project Ordinance Amendment 2025-3 and     provide further direction to staff.

 

 

 

Recommended Action: 

Staff recommends that Council move to adopt Special Revenue Fund Project Ordinance Amendment 2025-3 as presented.
