Executive Summary:

The attached Request for Qualifications (RFQ) for Professional Architectural Services for Fire Station No. 9 Relocation was issued on September 10, 2025. Four responses were received on October 3, 2025. A selection committee ranked the four responses and chose to interview all firms. Interviews were conducted on October 17, 2025, and Davis Kane Architects is the recommended candidate. Davis Kane is also the current architect designing Fire Station 16. The City plans to utilize a Construction Manager at Risk delivery method (CMAR) for the project.  The City will contract with an Owner’s Advisor in addition to its continued partnership with FNI to deliver this project.

 

Background: 

The Fayetteville Fire Department (FFD) will relocate Fire Station 9 from its current facility on Santa Fe Drive to a new facility on Bonanza Drive near the intersection of Foxfire Road (REID: 0408343586000). This property was evaluated and determined to be an optimal site. The property is currently owned by the City of Fayetteville (COF). This fire station facility is expected to be approximately 13,000 square feet which will a minimum of 3 apparatus bays with drive through capability, individual dorm rooms, kitchen / dining / day room combination, hose storage / repair / tool room, decontamination room, gear storage room, multipurpose room, public & private

bathrooms, mezzanine for HVAC / storage, laundry room, radio / report room, fitness room, IT room, electrical room, and offices.   

 

The Scope of Work, as currently envisioned by the COF, would include, but not be limited to the following areas of work; architecture, interior design, planning, structural, mechanical, civil, electrical services, consultations, presentations or related services thereto. 

 

This is the second fire station in the 2022 $60 Million Public Safety Bond program.

 

Issues/Analysis: 

Davis Kane Architects met or exceeded expectations in all evaluation categories of their Statement of Qualifications (SOQ). Throughout both the SOQ review and interview process, the firm demonstrated a clear and comprehensive project approach, along with a strong understanding of the City’s specific needs.

 

Budget Impact: 

None - Included in the project budget.

    

Options

1.  Authorize the City Manager to negotiate and enter into a contract for professional architectural services with Davis Kane Architects.

2.  Do not authorize City Manager to negotiate and enter into a contract for professional architectural services with Davis Kane Architects and provide further guidance
