Public Notice: Notification postcards were sent to property owners within 1,000 feet of the subject site equating to 317 notices sent.
Issues/Analysis:
The subject property is approximately 26 acres and is addressed as 1429 S. Reilly Rd. (9497310007). The property is currently zoned Agricultural-Residential (AR) and is occupied by a single-family residence. The applicant, Jarred Corbell, on behalf of the property owner, requests to rezone the property to Single Family Residential 10 (SF-10). The property is served by public water and sewer, and surrounding properties are zoned SF-10 and developed primarily with single-family residential uses. The proposed rezoning would align the subject property’s zoning designation with the surrounding residential zoning pattern and allow for future development consistent with the Low Density Residential (LDR) future land use designation.
The Future Land Use Plan (FLUP) designates the subject property as Low Density Residential (LDR), which supports low-density residential development. The proposed SF-10 zoning aligns with this designation and the surrounding residential development pattern, allowing for future development consistent with the planned land use area.
The request is consistent with FLUP Goal 4, Foster Safe, Stable, and Attractive Neighborhoods, which emphasizes maintaining and improving residential neighborhoods. Additionally, Policy LU-1 encourages growth in areas served by infrastructure and urban services. Policy LU-1.6 calls for adequate infrastructure to be in place prior to or in tandem with new development, while Policy LU-1.7 encourages a logical progression of housing development and discourages leapfrog development. The property’s access to public water and sewer and its location among existing residential development supports these policies.
The proposed rezoning is consistent with the property’s Low Density Residential (LDR) future land use designation and supports the FLUP’s goals for compatible residential development and orderly growth.
