Executive Summary:
Special Revenue Fund Project Ordinance Amendment (SROA) 2024-12 reduces the appropriation in SRO 2023-11 of federal funds, passed through the Governor’s Crime Commission (GCC) of North Carolina Department of Public Safety, for Juvenile Justice Delinquency Prevention. The funding awarded has been reduced from $71,112 to $48,121. This reduction of $22,991 was made due to a lack of funds being utilized in Year 1.
Background:
Annually, the Governor’s Crime Commission awards state and federal grants to North Carolina Law Enforcement, governmental bodies and related non-profit agencies. The GCC serves as the State Administering Agency (SAA), the executive branch agency designated to apply for federal criminal justice funding from the US Department of Justice on behalf of the State. The federal funds, along with state appropriated funds, are distributed to state and local criminal justice agencies and non-profits through a grant application process voted on annually by the Commission.
The Fayetteville Police Department (FPD) was initially awarded $71,112. Council adopted SRO 2023-11 on March 23, 2023 to allocate this funding to the FPD Youth Empowerment and Safety Program (YES). This program provides a pro-social approach to juvenile prevention and intervention as well as a Hospital Based Violence Intervention Program, providing community workshops in a partnership with Cape Fear Valley Hospital.
Issues/Analysis:
Due to underutilization of funds being spent in Year 1, a reduction of $22,991 was made to the original award amount of $71,112. FPD received an initial Corrective Action Plan (CAP), as well as an addendum to the CAP, from the Governor’s Crime Commission (GCC) of North Carolina Department of Public Safety. The grant performance period extends through December 31, 2024.
Budget Impact:
There is no impact to the General Fund.
Options:
1. Adopt Special Revenue Fund Project Ordinance 2024-12.
2. Do not adopt Special Revenue Fund Project Ordinance Amendment 2024-12 and provide further guidance to staff.
Recommended Action:
Staff recommends that Council move to adopt Special Revenue Fund Project Ordinance Amendment 2024-12 as presented.
