Executive Summary:
The Parks & Recreation Bond Referendum, passed by voters in in March 2016, included upgrading the Jordan Soccer Complex located on Treetop Drive. Moving forward with the Jordan Soccer Complex upgrading required a Lease Agreement with Methodist University which defined the proposed improvements and operation of the property. The original 5-year lease is set to expire on November 30, 2025. Staff is seeking Council’s approval and authorization for the City Manager to execute the Lease Modification and Extension Agreement for a 5-year term addition that will run through November 30, 2030.
Additionally, City Council is being asked to authorize the execution of a First Memorandum of Agreement (MOA) Modification and Extension with the Fayetteville Soccer Club, Inc. for program operation at the Jordan Soccer Complex. The original MOA was approved by Council on January 25, 2021 and is set to expire on November 30, 2025. The First Modification and Extension of MOA will run through November 30, 2030.
Background:
In 2015, a package of Parks & Recreation bond projects was developed for voter consideration. During a Special Meeting on Monday, February 24, 2020, Council directed that the funding for this project be divided between three locations; McArthur Road, Fields Road, and Jordan Soccer Complex at Methodist University.
A plan was developed for the Jordan Soccer Complex by a design team including architecture and engineering professionals. The plan was developed based on a budget allocation of $3.5 million, however Council reduced the budget allocation to $1.5 million on February 24, 2020. The improvements included lighting of eight soccer fields, repair of stormwater issues in the parking lot, repaving of the parking lot, and installation of ADA site accessibility features.
The original Lease Agreement with Methodist University was approved by Council on October 26, 2020.
On January 25, 2021, at the direction of Council, the City of Fayetteville entered into a five-year MOA with Fayetteville Soccer Club. Fayetteville Soccer Club, Inc. offers competitive youth soccer opportunities that differ from the recreational programming currently offered by Fayetteville-Cumberland Parks & Recreation. In addition to their competitive model, Fayetteville Soccer Club, Inc. has long-standing relationships established with tournament & travel organizations throughout the region. These relationships will be beneficial in the efforts to bring tournaments and events to the community.
Continuing to host Fayetteville Soccer Club, Inc. programming, Fayetteville Cumberland Parks & Recreation programming, and additional rental programming will ensure the City continues to maximize the positive economic impact of the Jordan Soccer Complex.

Budget Impact:
Lease payments to Methodist University for the use of the property will be $114,000 per year, plus the City will be required to continue to pay operating costs such as utilities, insurance and maintenance. There is sufficient budgeted funding in the adopted General Fund budget for the $66,500 of lease payments & operating costs from December 1, 2025, through June 30, 2026.
Fayetteville Soccer Club, Inc. is to remit $42,000 annually to the City, per the proposed agreement. Fayetteville Soccer Club Inc. will remit 20% of net revenue from any tournament/event they administer and facilitate at the Jordan Soccer Complex; will remit 25% of rental income from third party tournament/event.
Options:
City Council moves to authorize the City Manager to execute the First Lease Modification and Extension Agreement with Methodist University and the First MOA Modification and Extension with Fayetteville Soccer Club, Inc.
City Council does not move to authorize the City Manager to execute the First Lease Modification and Extension Agreement with Methodist University and the First MOA Modification and Extension with Fayetteville Soccer Club, Inc., and provides direction to staff.
