Executive Summary:
City Council is asked to adopt Capital Project Ordinance Amendments (CPOA) 2026-41 and 2026-42 to move $800,000 of NCDOT Division of Aviation - North Carolina Airport Improvement Program (NCAIP) grant funds from the General Aviation Hangar project to the Airport Master Plan Update project.
CPOA 2026-41 will reduce $800,000 of NCAIP grant funds from the General Aviation Hangar project, changing the total project appropriation from $1,235,922 to $435,922.
CPOA 2026-42 will appropriate $800,000 of NCAIP grant funds for the Airport Master Plan Update, changing the total project appropriation from $476,891 to $1,276,891.
Background:
On June 23, 2025, Council adopted Capital Project Ordinance (CPO) 2025-44 to appropriate $476,891 in federal grant funds for the Airport Master Plan Update project, with the understanding that the balance of funding to complete the project would be provided by State funds.
City Council accepted NCDOT Division of Aviation Grant 19.1 on September 23, 2024 in the amount of $2,395,779. The Airport has received approval from the NCDOT to use $800,000 of these grant funds for the Airport Master Plan Update project.
The requested project appropriation includes funding for:
• Project Management $1,239,135.94
• Contingency $ 37,755.06
TOTAL $1,276,891.00
Issues/Analysis:
At this time, staff anticipates the requested total project budget of $1,276,891 will be sufficient to complete the Airport Master Plan Update.
The General Aviation Hangar project is currently paused, while staff evaluates the need for additional hangars compared to the current rental of existing general aviation hangars. Once this analysis has been completed, staff will submit appropriate updates to the City’s Capital Improvement Plan (CIP) during the annual CIP process.
Budget Impact:
There is no impact to the General Fund. This will be a redistribution of previously appropriated state grant funds.
Options:
1. Adopt CPOA 2026-41 and CPOA 2026-42 to reduce funding for the General Aviation Hangar project by $800,000 of NCDOT Division of Aviation grant funds and appropriate those funds to the Airport Master Plan Update project.
2. Do not adopt CPOA 2026-41 or CPOA 2026-42 and provide further direction to staff.
Recommended Action:
Staff recommends that Council move to adopt CPOA 2026-41 and CPOA 2026-42 to reduce funding for the General Aviation Hangar project by $800,000 of NCDOT Division of Aviation grant funds and appropriate those funds to the Airport Master Plan Update project as presented.
