Executive Summary:
On August 18, 2026, the Federal Transit Administration (FTA) awarded and obligated $401,310 in Federal Fiscal Year 2024 Section 5310 Urbanized Area Formula Program funds to the City of Fayetteville. The federal award, together with $94,282 in nonfederal matching funds from the subrecipient, establishes a total project budget of $495,592. The project will fund non-medical transportation for seniors and individuals with disabilities and FAST's grant administration and subrecipient oversight. Mid-Carolina Council of Governments (MCCOG) will provide the required local match through via services provided pursuant to the subrecipient agreement.
Background:
Cumberland County 2020 Census data indicate that 12.2% of the population is 65 years of age or older and an additional 12.8% of residents under age 65 have a disability. The 2025 Cumberland County Coordinated Human Services Public Transportation Plan identifies a high-priority need for additional non-medical transportation for seniors and individuals with disabilities in urbanized areas of Cumberland County not served by FAST fixed-route service or the FASTTrac! complementary paratransit service. Eligible trips include transportation for work, education, shopping, and other non-medical purposes. The project is a coordinated effort involving the MCCOG as the subrecipient, and the Cumberland County Community Transportation Program. Of the federal award, $377,128 will support privately contracted transportation services and $24,182 will support FAST's grant administration and oversight of subrecipient activities. The $94,282 nonfederal match will support the purchased transportation component.
Issues/Analysis:
The City is the direct FTA recipient and remains responsible for grant compliance and subrecipient oversight. The related subrecipient agreement will document MCCOG's provision of the $94,282 nonfederal match and its program, compliance, and reporting responsibilities.
Budget Impact:
The project ordinance will appropriate $401,310 in federal funds. No City-funded local match is required. Of the federal award, $24,182 is available for FAST grant administration and subrecipient oversight. The $94,282 in subrecipient matching funds will be budgeted and expended by MCCOG.
Options:
1) Adopt Capital Project Ordinance 2027-3.
2) Do not adopt Capital Project Ordinance 2027-3 and provide further guidance to staff.
Recommended Action::Recommended Action
Staff recommends that the Council move to accept and appropriate the Federal Transit Administration Grant NC-2026-058 and the appropriate budgetary actions.
