Executive Summary:

In November of 2022, voters passed a referendum authorizing the City to issue up to $97 million of General Obligation Bonds, of which $60 million is allocated for Public Safety Items, including $30 million for a new Emergency 911 Dispatch Facility. Staff is requesting to enter into a professional services contract with Mission Critical Partners (MCP) through a Source Well Cooperative Agreement and begin the initial programming of the 911 Facility, oversight for specialty equipment during construction, and the transfer of the operations to the new facility once it is completed.

 

 

Background: 

In November of 2022, voters passed a referendum authorizing the City to issue up to $97 million of General Obligation Bonds, of which $60 million is allocated for Public Safety Items, including $30 million for a new Emergency 911 Dispatch Facility. In 2016, the City and County hired Mission Critical Partners (MCP) to assist with developing a strategic plan to consolidate the City’s and County’s 911 Centers, however, the County decided to go in a different direction and build their own separate facility. Based on their previous contract, MCP is familiar with the City’s needs and they can be hired through a Source Well Cooperative Agreement, significantly shortening the time required to begin work.

 

 

 

Issues/Analysis: 

Emergency 911 Dispatch Facilities are highly specialized and programming requires a company with extensive experience with these types of facilities. Initially, the most appropriate location for the facility must be determined, and City Council has also requested to revisit the feasibility of partnering with the County.

 

 

Budget Impact: 

There is no impact to the General Fund as the cost will be part of the initial allocation of the Public Safety General Obligation Bond.

 

 

Options

1. Authorize the City Manager to execute a Professional Services Contract with Mission Critical Partners for the Public-Safety Operational and Technical Management of the New Emergency 911 Dispatch Facility.

2. Do not authorize the City Manager to execute a Professional Services Contract and provide additional direction to staff. 

 

 

Recommended Action: 

Staff recommends that Council authorize the City Manager to execute a Professional Services Contract with Mission Critical Partners for the Public-Safety Operational and Technical Management of the New Emergency 911 Dispatch Facility.
