Relationship To Strategic Plan:

High Quality Built Environment

Executive Summary:

The Council is asked to approve award of, and authorize the execution of a contract for the Rosemary Drive Drainage Improvement project. The lowest responsive, responsible bidder, Pipeline Utilities, Inc. is recommended.

Contract will be funded by stormwater enterprise funds.

Background:

The Rosemary Drive Drainage Improvement Project will construct approximately 780 linear feet of storm drainage improvements with approximately 900 linear feet of water main replacement, and associated roadway improvements along Adam Street.

The project is an upgrade to the existing storm drain system which consists of small diameter concrete pipe and limited catch basin inlets. The existing storm drain system is being removed and upsized to provide more drainage capacity to reduce localized flooding.

The project was advertised to the public from October 16, 2024 through November 14, 2024 and then extended to November 25, 2024. Two (2) bids were received and are as follows:

Pipeline Utilities, Inc.                                                                                     $733,048.00

Jymco Construction Company, Inc.                                           $826,060.00

Issues/Analysis:

None

Budget Impact:

There is no impact to the City’s General Fund. Project will be funded with stormwater enterprise funds.

Bid items associated with City improvements total $414,325. Bid items associated with

PWC improvements total $315,931.

PWC items related to their utility upgrades will be PWC’s responsibility to fund. The City will pay the contractor invoices as they are received and will, in turn, bill PWC.
