 Goal 4: The City of Fayetteville will be a highly desirable place to live, work and recreate with thriving neighborhoods and a high quality of life for all residents.

 

                     Executive Summary:

 Fayetteville Area System of Transit (FAST) has grant funds available to replace its existing bus passenger app for Fixed Route. The current system will expire on Dec. 31,  2024. The City advertised for proposals on May 16, 2024, with proposals due on July 1, 2024. Four (4) proposals were received and reviewed. The proposals were reviewed by Transit staff. Based on the attached evaluation matrix, TransLoc was unanimously selected by the committee and is recommended for award of the contract.

 

                     Background: 

 FAST operates a fleet that includes 30 Fixed-Route vehicles, with additional vehicles on order. FAST purchased its existing real-time passenger information system from TransLoc in 2016. The company has implemented a new Real-Time location system and is sunsetting the system that FAST is currently using at the end of 2024. This will leave FAST customers without the ability to access real-time information for their travels.

 

The web-based solution offered by TransLoc will provide accurate real-time location information to citizens via a dedicated mobile application and website. FAST dispatchers will also be able to utilize a desktop application to assign buses and monitor service. FAST will also have the option to add additional features such as Mobile Data Terminals, Automatic Passenger Counters, Automated Voice Annunciation and Digital Headsign Integration, GTFS Management and On-Board W-Fi later. We will continue to use our existing cellular plan for this service.

 

Staff has spent the past year observing several virtual demonstrations. TransLoc offers a comprehensive solution that meets our current needs and allows for future expansion.

 

                     Issues/Analysis: 

                     There are no known issues associated with this request.

 

                     Budget Impact: 

                     There will be no negative budgetary impact to the City. The funding required for this request is covered in FTA Grant #2024-075-00.

 

                     Options

                     1-Award Contract as recommended by staff.

                     2-Not award and provide further direction to staff.

 

                     Recommended Action: 

                     Award the contract for the purchase of a Real-Time Passenger Information System to the lowest responsive, responsible proposer, TransLoc.
