Executive Summary:

City Council is asked to receive this update regarding Transit’s current Service Standards which provide a basis for the open and equitable allocation of budget-limited service resources. These standards were adopted by City Council in May 2021 and serve as useful policy tools that reflect Transit’s vision, mission and goals. FAST’s Service Standards define the attributes of service design and delivery in addition to creating an objective set of criteria under which existing services, proposed alterations to services and prospective new services are evaluated.

 

Background: 

As a condition of the Federal Transit Administration (FTA) grants it receives, the City is required to maintain service standards and policies for the Fixed Route bus services it provides. These standards and policies address how service is distributed across the transit system and ensure that the manner for distributing transit service and assets, including placement of bus stop amenities, are equitable and without discrimination.

 

The current service standards were adopted by City Council in May 2021 and, prior to that, the previous standards were adopted in August 2013. Transit services have changed over the years including the most recent updates/modernizations to bus stop amenities since 2023.

 

As City Council has recently expressed its desire to re-evaluate the established thresholds for these Service Standards and Policies, the information contained within this presentation provide Council with current bus stop amenities inventory in addition to potential impacts relative to approved modifications to the current standards. 

 

Issues/Analysis: 

There are no major impacts to review of FAST’s current Service Standards and Policies. The standards and current inventory reflect the current operating environment as well as provide guidance in our efforts to ensure compliance with Council’s expectations.

 

Budget Impact: 

The overall budgetary impact is based upon any modifications made to the current Service Standards. Transit currently budgets approximately $250,000 annually for shelters, benches, trashcans as well as bus stop accessibility/sidewalk projects to support this effort. Rising costs in amenities, freight and contract labor have required Transit to significantly increase funding for this annual project.
