Executive Summary:
In November 2025, Public Services issued a Request for Proposals (RFP) for comprehensive management of the City’s downtown parking program. Five (5) vendors submitted proposals, which were evaluated by a multi-department committee. P2 of NC, LLC (doing business as Pivot Parking, LLC) received the highest overall evaluation and is the recommended provider.
The proposed draft contract is for two (2) full fiscal years, with an option for one (1) three-year extension. The proposed draft contract was developed by Public Services in collaboration with P2 of NC, LLC, doing business as Pivot Parking, LLC, with input and coordination from Finance, Parks and Recreation, Audit, and the City Manager’s Office. The proposed terms reflect the collective input and consensus of these departments and will be subject to final review by the City Attorney’s Office prior to execution.
The first-year draft contract amount shall not exceed $678,306.32, with funding provided through Parking Fund ‘Other Contract Services’ in the FY27 budget.
It should be noted that, during the FY27 budget discussions, the Parking Fund was reduced by $250,000. Staff and the parking vendor were directed to identify changes within the Parking Fund that would increase revenue to help support parking operations.
The proposed contract reflects this direction by requiring the contractor, within thirty (30) days of the contract commencement date, to identify and propose changes to the Parking Fund that could increase revenue and support ongoing parking operations. The contractor’s recommendations will be submitted to the City/Council for review and consideration.
Staff recommends proceeding with the selection of P2 of NC, LLC (doing business as Pivot Parking, LLC), as the next provider of parking management services, with services to begin November 1, 2026, pending approval and execution of the contract by all parties.
Background:
Since 2020, the City has contracted with Republic Parking System, LLC to provide daily parking management services. The current contract has received two (2) amendments to extend service. The current amendment, which was executed in December of 2025, has extended parking management services on a month-to-month basis until a notice of termination is provided with 30 days written notice.
In November 2025, the Traffic Services division of Public Services publicly advertised a Request for Proposals (RFP) for parking management services which includes the operation and management of two (2) parking garages, 12 surface lots, and over 600 on-street parking spaces and loading zones. In total, our parking management services cover approximately 6.5 acres of parking, and over 2,000 City-maintained public parking spaces downtown. The timeline for the Parking Management Services RFP is as follows:

In January 2026, the Traffic Services division received responses from five (5) vendors:
• LAZ Parking Georgia, LLC
• PCI Municipal Services, LLC
• P2 of NC, LLC (doing business as Pivot Parking, LLC)
• Republic Parking System, LLC
• Secure Parking USA, LLC
The proposals were evaluated by a selection committee that included representatives from Public Services, Finance, Parks and Recreation, Audit and the City Manager’s Office. The committee selected P2 of NC, LLC (doing business as Pivot Parking, LLC) based on high scores across the criteria evaluated for the written proposal, and above average scores in all categories evaluated for the interview.
The contract is proposed to have a term of two (2) full fiscal years with the option to extend with one (1) three-year extension. Two (2) full fiscal years mean the contractor would finish out this fiscal year, and then have two (2) more fiscal years before the contract would be considered up for extension. This would provide contract services from November 1, 2026 to June 30, 2029, with a possible extension to June 30, 2032.
The new contract provides comprehensive parking management services for all City-maintained parking garages, surface lots, and on-street parking. The proposed draft contract was developed by Public Services in collaboration with P2 of NC, LLC, doing business as Pivot Parking, LLC, with input and coordination from Finance, Parks and Recreation, Audit, and the City Manager’s Office. The proposed terms reflect the collective input and consensus of these departments and will be subject to final review by the City Attorney’s Office prior to execution.
The new draft contract, derived from the advertised RFP, combines the most applicable provisions from the following Parking Management Services RFPs:

• Town of Beaufort, NC
• Town of Carolina Beach, NC
• Town of Wrightsville Beach, NC
• City of Des Moines, IA
• City of Durham, NC
• City of Lodi, CA
• City of Wilmington, NC
• County of Durham, NC
• County of Pinellas, FL
• State of North Carolina - State Fair
• City of San Juan Capistrano, CA - Downtown Parking Management Study
• University of North Carolina at Charlotte - Parking & Transportation Master Planning Services Study
The draft Contract is for an amount of up to $678,306.32 the first year, and $672,169.61 the second year. Assuming this agreement is renewed, the third year is $746,079.14 annually with an approximate 3.3% annual increase thereafter. This agreement is modifiable based on changes in City enforcement requirements, inventory, and special event frequency.
Staff recommends proceeding with the selection of P2 of NC, LLC (doing business as Pivot Parking, LLC) as the next provider of parking management services, with services to begin November 1, 2026, pending approval and execution of the contract by all parties.
If Council approves this recommendation, staff will bring the item back to a September Council Regular Meeting for consideration on the Consent Agenda once the contract is finalized and ready for approval.
Issues/Analysis:
The City’s Parking Management Services contract went through the RFP process, and P2 of NC, LLC (doing business as Pivot Parking, LLC) is recommended for selection.
