Relationship To Strategic Plan:

Goal 2:  Responsive City Government Supporting a Diverse and Viable Economy.

Goal 4:  Desirable Place to Live, Work, and Recreate.

Goal 6:  Collaborative Citizen and Business Engagement.

Executive Summary:

The City of Fayetteville has been awarded a grant from the Department of Energy (DOE) under the Energy Efficiency and Conservation Block Grant (EECBG) Program. Council is asked to adopt Special Revenue Fund Project Ordinance (SRO) 2025-5 to appropriate these funds for the development of a comprehensive Energy Efficiency and Conservation Strategy (EECS) for Fayetteville and the surrounding region. The strategy aims to enhance our community’s sustainability efforts and economic viability through improved energy efficiency and innovative energy practices.

Background:

This initiative is a collaboration involving local government, public utilities, educational institutions, and military installations aimed at fostering a sustainable and economically thriving future. The grant of $245,040 will facilitate the hiring of a technical consultant, the execution of energy audits, the development of a regional EECS, and the engagement of the community through educational initiatives.

Issues/Analysis:

The project is designed to align with federal requirements for energy efficiency and to leverage local resources to maximize impact. It involves various stakeholders and requires careful coordination and management to ensure successful implementation and compliance with DOE standards.

Budget Impact:

There is no impact to the General Fund.

Options:

1) Adopt Special Revenue Fund Project Ordinance 2025-5 to appropriate the EECBG award and commence project activities.

2) Do not adopt Special Revenue Fund Project Ordinance 2025-5 and provide further guidance to staff.

Recommended Action:

Staff recommends that Council move to adopt Special Revenue Fund Project Ordinance 2025-5 as presented.
