Executive Summary:
The Fayetteville Public Works Commission approved PWC Resolution - PWC2023.10 authorizing the sale of personal property to the North Carolina Eastern Municipal Power Agency, and requests the Fayetteville City Council authorize a similar resolution approving the same.
Background:
On May 24, 2023, the Fayetteville Public Works Commission approved PWC Resolution PWC2023.10, authorizing the sale of certain renewable energy certificates originated by the Southeastern Power Administration (SEPA) as a result of hydro generation at the John H. Kerr Dam (the “SEPA RECs”).
PWC has an excess of 4,071 SEPA RECs that were originated during the period of January 1, 2022, to December 31, 2022. The North Carolina Eastern Municipal Power Agency (“NCEMPA”) is currently willing to purchase the SEPA RECs from PWC at $20.69 per SEPA REC for a total purchase price of $84,228.99, which exceeds PWC’s costs for the SEPA RECs.

Recommended Action:
The Fayetteville Public Works Commission recommends the Fayetteville City Council approve the attached resolution declaring property as surplus and authorizing the sale of property by and through the Fayetteville Public Works Commission.
