This item supports the City’s strategic priority of Financial Stewardship and Organizational Excellence by promoting transparency, long-term financial sustainability, and responsible debt management practices.
Executive Summary:
David Cheatwood, Managing Director of First Tryon Advisors, will provide an overview of the City’s debt issuance process, credit profile, debt capacity, and overall debt management strategy. The presentation will summarize the City’s current debt portfolio, available borrowing capacity, and projected financing needs within the Capital Improvement Program, as well as current market conditions and interest rate trends.
This update supports the City’s commitment to financial stewardship and long-term sustainability. No Council action is requested.
Background:
The City of Fayetteville engages financial advisors to provide guidance on debt issuance, credit position, and overall debt management strategy. This report will provide an overview of the current debt plan, market conditions, and the City's financial posture. The City’s financial advisor will provide an update on debt management, including the issuance process, credit rating, and overall debt capacity. The report will review how the City has navigated recent market changes and assess the effectiveness of the current debt plan. A summary of outstanding obligations and recommendations for maintaining fiscal strength will also be presented.
Issues/Analysis:
The City follows a policy-driven debt issuance process to ensure affordability, compliance, and long-term sustainability, with all borrowing coordinated through the LGC and evaluated against statutory limits and internal policies. Our credit profile remains strong, supported by stable revenues, healthy reserves, and conservative budgeting, which helps maintain favorable ratings and competitive borrowing costs. The existing debt portfolio is structured for stability and flexibility, with ongoing monitoring of market conditions to optimize timing for future issuances and refinancing opportunities.
