Executive Summary:
Council is asked to adopt a resolution to authorize a municipal agreement with the North Carolina Department of Transportation (NCDOT) to support a roadway improvement project along Gillis Hill Road from South of Celtic Drive to North of Stoney Point Road. The project includes the widening, installation of median islands, sidewalk, resurfacing, drainage, and new pavement markings. The City will fund 20% of the costs to install the sidewalks.
Background:
NCDOT has scheduled construction of Transportation Improvement Project (TIP) U-5798B for widening Gillis Hill Road to multi-lanes from south of Celtic Drive to north of Stoney Point Road. The City requested that the project include the installation of sidewalks along both sides of Gillis Hill Road.
The proposed “draft” municipal agreement from the NCDOT was received on December 17, 2024, estimating the cost to the City for the sidewalks at $71,618.40.
Funding for this municipal agreement was previously appropriated by Council on September 23, 2024 by (CPO) 2025-24.
Issues/Analysis:
NCDOT requires participation from the City for the betterment items that are requested to be added to their project. This participation is outlined in the municipal agreement.
The municipal agreement must be executed prior to NCDOT letting the project for bid.
Budget Impact:
There is no impact to the General Fund. Capital Project Ordinance (CPO) 2025-24 appropriated funding for the City’s share of the municipal agreement for the sidewalks for this project.
Options:
1) Adopt the resolution authorizing the City Manager to execute the municipal agreement as presented.
2) Do not adopt the resolution and provide further direction to staff.
Recommended Action:
Staff recommends that Council move to adopt the resolution authorizing the City Manager to execute the municipal agreement as presented.
