Relationship To Strategic Plan:
The proposed auction supports Strategic Plan Goal V, Financially Sound City Providing Exemplary City Services, by recovering value from vehicles and equipment that have reached the end of their useful service life. Selling these unused units reduces storage demands and returns proceeds to the appropriate City funds, supporting responsible management of public assets.
Executive Summary:
The City proposes to sell six decommissioned vehicles and equipment units on GovDeals, an online auction platform for surplus public assets. These units are no longer in use by the City, and their continued operation is no longer economical. The recommended vehicles include two refuse trucks, a bucket truck, a street sweeper, a tractor, and an airport firefighting truck. Fleet staff estimate that each unit could sell for $30,000 or more, though actual proceeds will depend on competitive bidding. The auction would recover a portion of the City’s investment and return the proceeds to the appropriate General Fund or enterprise fund.
Background:
The recommended units have been decommissioned based on age, mileage or hours of use, maintenance costs, and service life. The units have either already been replaced through prior capital outlay funding or are scheduled for replacement in FY 2027. The attached surplus list identifies the units and their maintenance and usage history. The street sweeper chassis and sweeper body have separate asset numbers for maintenance tracking but will be sold together as one unit, resulting in six sale units. GovDeals allows prospective buyers, nationwide, to compete for surplus assets through an electronic auction.
Issues/Analysis:
Auctioning the units would recover their remaining market value and free up storage space on City property. Retaining them would leave vehicles and equipment unused in storage and could lead to further deterioration and reduced resale value. Fleet’s estimated sale values are not guaranteed; final proceeds will depend on each unit’s condition and bidder interest. Staff are seeking Council authorization to proceed with the electronic auction.
Budget Impact:
Based on an estimated sale price of $30,000 per unit sold, the auction could generate approximately $180,000 in total revenue during FY 2027; actual proceeds may be higher or lower. Listing the units on GovDeals requires no upfront City expenditure. Sale proceeds would be deposited into the General Fund or the appropriate enterprise fund, depending on the unit’s fund ownership. This action authorizes the disposal of existing assets and does not approve additional replacement purchases or the use of sale proceeds.
Options:
1. Approve the sale of the six decommissioned vehicles and equipment units through GovDeals and authorize Fleet staff to conduct the electronic auction.
2. Do not approve the auction at this time and provide further direction to staff regarding disposition of the units.
Recommended Action::Recommended Action
I move to authorize the electronic auction through GovDeals of the six decommissioned City assets identified in the attached surplus list and authorize staff to take any necessary budgetary and financial actions to complete the sale and deposit the proceeds into the appropriate City funds.
