Executive Summary:

City Council is asked to authorize the City Manager to execute a construction contract with the apparent lowest responsive, responsible bidder, Mohammad Construction, LLC, for the Mazarick Park Tennis Center courts in the amount of $1,345,000.

 

Background: 

On March 15, 2016, Fayetteville voters passed a $35 million bond referendum for parks and recreation projects including several new projects as well as renovations to a few existing parks and facilities. Since voters approved the bond package, several projects have been completed and several more are currently under construction or under design.

 

Included in the bond package was a Tennis Center planned for Mazarick Park. CRA Associates, Inc. was awarded the site design contract by Council in April 2021 and the Tennis Center Clubhouse design was awarded to Summit Design through an existing General Services Contract.

 

The Site Work for the Mazarick Park Tennis Center (including all clearing and grubbing, grading, infrastructure, utilities, stormwater, parking lot, driveway, sidewalks, and landscaping) was awarded by Council on June 13, 2022, and is currently underway.

 

The construction of the Tennis Center building had to be re-bid since there was only one bid necessitating that the project be re-bid. Bids were received for the construction of the building, again there was only one bidder, and Council awarded the contract on September 26, 2022. The building is being re-designed as a Pre-Engineered Metal Building (PEMB) in order to reduce the final cost and the design is expected to be completed by mid-March, 2023.

 

The construction of the tennis and pickleball courts was put out for bid separately and had to be re-bid due to the bids being over budget. The design was modified and the construction of the courts was put back out to bid. There was only one bid necessitating that the contract be re-bid. Once the bids were opened on January 31, 2023, Mohammad Construction, LLC was the only bidder and the bid tab was as follows:

Issues/Analysis: 

Due to the current construction climate, bids came back over budget for the construction of the courts. The design was modified and the project was re-bid with only one contractor submitting a bid, necessitating yet another re-bid. The latest re-bid will allow the City to construct the first phase of courts.

 

 

Budget Impact: 

All bidding phases of the Tennis Center, including site work, construction of the building, and the construction of the courts, have come back significantly over budget, requiring Council to approve additional funding, which was identified from ARPA funds.

 

 

Options

1.                     Authorize the City Manager to execute a contract with the apparent lowest responsive, responsible bidder, Mohammad Construction, LLC for the construction of the Mazarick tennis and pickleball courts, in the amount of $1,345,000.

2.                     Do not authorize the City Manager to execute the contract and provide further direction to staff.

 

 

 

Recommended Action: 

Staff recommends that Council authorize the City Manager to execute a contract with the apparent lowest responsive, responsible bidder, Mohammad Construction, LLC for the construction of the tennis and pickleball courts, in the amount of $1,345,000.
