Executive Summary:
City Council is asked to approve the award of and authorize the City Manager to execute a contract with the lowest responsive, responsible bidder, T.A. Loving Company d/b/a Pipeline Utilities, Inc. for Airport Lift Station #29 Replacement.
Background:
The City was awarded a $965,830 grant from The Golden Leaf Foundation on January 10, 2022. The Fayetteville-Cumberland Economic Development Corporation (FCEDC) sought funding for infrastructure upgrades to the sewer system servicing properties adjacent to the Fayetteville Regional Airport. The Economic and Community Development Department (ECD), is assisting with the administration of the funds and project delivery.
ECD entered into a contract with Moorman, Kizer & Reitzel, Inc., a professional engineering firm, to develop and design plans for the upgrade a sewer lift station. Following coordination with multiple City departments, a final design was approved and an Invitation to Bid was issued on February 19, 2026, for 30 days. The City received one (1) response on March 19, 2026, and the project was re-bid on March 23, 2026, for 7 additional days.
In response to the rebid, one (1) sealed bid was received and evaluated. T.A. Loving Company d/b/a Pipeline Utilities, Inc. submitted the lowest responsive and responsible bid in the amount of $3,325,000.
The project was advertised for bids to be opened on March 31, 2026.

Issues/Analysis:
To support potential economic development at the Fayetteville Regional Airport property, the existing sanitary sewer lift station that serves the terminal building and adjoining area was analyzed to determine if there was sufficient capacity available to accommodate future growth opportunities. The review of the existing sanitary sewer lift station known as Lift Station # 29 supported that there was not adequate flow capacity or sewer main depth available to serve any significant expansion or development on the Airport property. Considering the age and capacity limitations of the existing lift station, it was determined that installing a completely new lift station would provide the best approach for serving additional development areas at the Airport property.
The new lift station is to be located immediately adjacent to the existing lift station on property owned by the Fayetteville Regional Airport. The new lift station will significantly increase sewer flow capacity and provide additional depth that allows for the extension of gravity sewer to various areas around the Airport property. The lift station has been sized to support industrial and manufacturing type development at the site. The construction associated with this project includes the installation of a new larger and deeper wet well structure, new submersible pumps with significantly greater capacity, new control panels meeting the latest PWC standards, current fiber telemetry reporting, and deeper sanitary sewer main tie in depths. Once the new lift station is installed, the existing lift station will be decommissioned and the applicable infrastructure removed. The close proximity of the new lift station will allow for an efficient transition of the existing water and electric utilities from the old lift station to the new site.
Once the new lift station is accepted into service, it will provide more efficient service to the existing terminal area and allow for gravity sewer extensions to serve future growth areas on and around portions of the Fayetteville Regional Airport property. The costs to design, develop, and install the sewer lift station upgrades exceeds the total funding from Golden Leaf. The City is allocating NC Department of Transportation (NCDOT) Commercial Service Airport Funds and Airport Improvement Program (AIP) funds to cover the remaining costs.
Budget Impact:
Golden Leaf funding for this project was approved on January 10, 2022, with the adoption of Special Revenue Fund Project Ordinance 2022-9 and $825,510 is available for this contract. The Airport fund has $750,000 programmed from NCDOT Commercial Service Airport Funding. The remaining amount of $1,749,490 has been allocated from additional Airport funds under the NCDOT AIP.
Options:
1. Approve award of and authorize the City Manager to execute a contract for the Airport Lift Station #29 Replacement with the lowest responsive, responsible bidder, T.A. Loving Company d/b/a Pipeline Utilities, Inc., in the total amount of $3,325,000.
2. Do not authorize the City Manager to execute the contract and provide further direction to staff.
