Executive Summary:
City Council is asked to approve and authorize the City Manager to execute a revised subrecipient grant agreement with Mid-Carolina Council of Governments (MCCOG). The agreement provides pass through Federal Transit Administration (FTA) Section 5310 grant funding ($386,351) for Cumberland County’s Community Transportation Program. The required local match ($102,607) will be provided by Cumberland County.
Background:
On March 13, 2025, City Council adopted Special Revenue Fund Project Ordinance 2025-17 to appropriate FTA Grant NC-2025-017-00 and approved a related subrecipient agreement with MCCOG for Cumberland County’s Community Transportation Program. The FTA grant included $386,351 of federal funds and required $102,607 local match. The local match will be provided by Cumberland County.
The revised agreement changes the original period of performance end date from June 30, 2025 to June 30, 2026. Due to timing issues related to grant award notification and the contract routing process, the original period of performance did not permit for the execution of the previously approved agreement. MCCOG’s requested reimbursement would have only included expenses incurred during fiscal year 2025 (the original period of performance), however the contract would have been executed and payments to MCCOG made in fiscal year 2026. FTA has approved the revision to the period of performance, and Council’s approval will allow for payment to MCCOG of costs incurred in fiscal year 2025.
Consistent with the previously approved subrecipient agreement, the attached revised subrecipient agreement establishes the relationship between the City and MCCOG, as well as sets forth the requirements that must be met for reimbursement.
Issues/Analysis:
Approval of the revised agreement will allow for the reimbursement of expenditures by MCCOG that were made during fiscal year 2025.
Budget Impact:
There is no impact to the General Fund or the Transit Operating Fund for fiscal year 2025 or 2026. The required local match will be provided by Cumberland County.
Options:
1. Approve and authorize the City Manager to execute the revised subrecipient agreement with MCCOG.
2. Do not approve or authorize the City Manager to execute the revised subrecipient agreement with MCCOG and provide additional direction to staff.
Recommended Action:
Staff recommends that Council move to approve and authorize the City Manager to execute the revised subrecipient agreement with MCCOG.
