Executive Summary:
Capital Project Ordinance Amendment (CPOA) 2018-61 will appropriate a $5,280 transfer from the General Fund for the Ramsey Street landscaping improvement project at the CSX Railroad Trestle. The additional funding is needed for the landscaping project to accommodate Public Works Commission (PWC) water tap fees for the irrigation system.
Background:
On June 12, 2017, Council appropriated funding and authorized a municipal agreement with the North Carolina Department of Transportation (NCDOT) to install landscaping along Ramsey Street at the CSX overpass to improve the appearance of this gateway corridor. NCDOT is scheduled to replace the failing retaining wall at this site, and the City’s Gateway Committee requested that NCDOT include landscaping and other enhanced design elements in the project. The City is required to reimburse NCDOT 100% of the landscaping portion of the project, which was estimated to be $43,233.
The initial appropriation for this project was only for the amount estimated to be reimbursed to NCDOT. The City has since received quotes totaling $5,280 from the Public Works Commission (PWC) for the installation of water taps for the irrigation system. This will increase the overall project cost to $48,513.
Issues/Analysis:
Irrigation is critical to the survivability of plant material that is to be installed above and in front of the retaining wall. The City relies on PWC staff to design and install the taps for these systems.
Budget Impact:
The FY 2018 General Fund budget includes sufficient funding to provide for this $5,280 increase and for other planned municipal agreements.
Options:
1. Adopt Capital Project Ordinance Amendment 2018-61
2. Do not adopt Capital Project Ordinance Amendment 2018-61 and provide direction to staff.
Recommended Action:
Staff recommends that Council move to adopt Capital Project Ordinance Amendment 2018-61 as presented.
