Executive Summary:
Staff to research best practices in order to develop policy(ies) regarding technology(ies). This shall include, but not limited to a list or inventory of current technologies (e.g., body cameras, ALPR's, drones as first responders, red light cameras, cloud based databases, etc.) and agreement(s)/vendor contract(s), and whether the data storage is shared or proprietary. Develop KPI's/metrics for all technologies in use (or to be considered for use in future) to gauge efficacy, and develop public relations campaign informing residents of the technologies currently in use and any under consideration for use in the future. Staff shall consult with UNC School of Government and other sources deemed appropriate. Currently, the City of Fayetteville lacks any such local ordinance(s) or policies. This staff research shall provide guidance on how to best address that deficiency. Once compiled, staff shall present report with recommendations to council at a future work session not later than April 2027.
Council has consistently supported FPD and our first responders by supporting improvements and providing the necessary tools for them to carry out their mission. This does not change that.
