Executive Summary:
The Council is asked to adopt the attached Capital Project Ordinances and Capital Project Amendments for the purpose of appropriating the remaining expenditures as approved in the FY2025 Capital Improvement Plan. The attached summary table provides a list of the projects and the total amounts appropriated in FY2025 budget.



Background:
These ordinances appropriate expenditures already approved in the FY2025 Capital Improvement Plan. There are two variances from the approved FY2025 Capital Improvement Plan for the airport (as illustrated in the attached summary table) and the adjustments are due to a variance between projected grant revenues and awarded grant revenues, which then created a need to relocate the airport operating fund transfer.

The first step in this process was the closure of projects, as done on November 18. This step carries out the direction of the City Council as approved in the FY 2025 Budget and allows these projects to move forward. This action is not related to the Projects Closeout approved by the City Council on November 18, 2024. None of the funding from the project closures was reappropriated.

These actions set the stage for the upcoming capital improvement planning process which will start in January with the City Council.
