Executive Summary:
Chief Freddy Johnson will share the presentation and report given at the Joint City/County Liaison Meeting that recommends the following:
1. Full Consolidation of both PSAP's into single entity
2. Facility use of existing Cumberland County Center at 500 Executive Plance
3. Enhance governance structure for long-term success
4. Mental health crisis response capabilities as core components
Background:
At the 9/15/25 Joint City/County Liaison Meeting, Chief Freddy Johnson presented and recommended that Fayetteville and Cumberland County consolidate into a single PSAP, utilize the County facility as the location, create an inclusive governance structure to make decisions and policies, and incorporate a mental health response component. The Committee approved to send the presentation to City Council at an upcoming meeting. City Council decided to hear the report at the October Work Session. Following the report, the City and County may hold a joint meeting to make the final decision. Based on that final decision, City and County will hire an integrator to oversee the combination.
