Desirable Place to Live, Work and Recreate

Executive Summary:
The City of Fayetteville was deeded 0.03 acres on Wright Street from the Fayetteville Redevelopment Commission in December, 2004. This parcel was a left-over remnant of the Wilmington Road NDP Section 1 Project NCA-10 developed by the Fayetteville Redevelopment Commission in 1974. The property is currently on the Surplus Property Interest List on the City's website. The City has received the minimum bid amount of $280.00 on the property. The City has never developed the property and has no plans to utilize the lot.

Background:
In 1974, the Fayetteville Redevelopment Commission acquired an area known as the Wilmington Road NDP Section 1 Project NCA-10. The area was redeveloped and after all parcels were sold there were several remnants of property remaining. The 0.03 acres located on Wright Street was a residual parcel that is the access for the lot located at 434 Wright Street. The property owner of 434 Wright Street submitted a bid form and deposit for the subject property as it provides access to her current property. The property is listed on the Surplus Property Interest List with a minimum bid of $280.00 which is the submitted bid amount. N.C.G.S. ?160A-269 gives authority and procedure for the upset bid process.

Issues/Analysis:
* Tax assessed value of the property is $280.00.
* The parcel consists of 0.03 acres that only benefits the lot located at 434 Wright Street.
* The City has determined that there are no plans to utilize the lot in the future.
