Executive Summary:
With the City's permission, PWC ordered an archaeological survey on City property which resulted in the recovery of certain artifacts. The artifacts need to be gifted to the Office of State Archaeology. Staff is seeking City Council approval to authorize the City Manager to execute a deed of gift transferring ownership of the artifacts from the City to the Office of State Archaeology.
Background:
On February 25, 2026, the City and PWC entered into a Right of Entry Agreement whereby the City permitted PWC to enter upon the City's property, 50 acres on Fields Road (PIN 0445-97-3707) to conduct surveying and soil boring in anticipation of the parties entering a land lease for PWC to operate a solar farm on the property.
Certain artifacts were recovered during the archaeological survey which need to be curated. The Office of State Archaeology requests that a Deed of Gift be signed by the landowner in order to curate the artifacts with the Office. With Council's approval, the City Manager can donate or gift the items to the State.
M. Brooke Brillian, Lab Director at Archaeological Consultants of the Carolinas, Inc. stated, "I cannot speak to the market value of the artifacts. However, the site is not a high-profile site and is not likely to contribute new or significant information about the history of the area.
