Relationship To Strategic Plan:
Supports the City's Comprehensive Community Safety priority by advancing the first phase of the Fire Station 4 building project and preparing the property for future public-safety use.

Executive Summary:
Staff recommends that the City Council authorize Phase 1 of the Fire Station 4 project to clear and prepare the site at Bragg Boulevard and Villagio Place for future reconstruction. The requested actions include site-preparation contracts, an agreement with Cumming Group for external project management, establishment and funding of a new capital project, and approval of the Phase 1 plan.

Issues/Analysis:
Phase 1 Scope:
Phase 1 will document and prepare the site, including debris clearing; backfilling; rough grading; stabilization; security; and required permits, inspections, testing, and closeout. Phase 1 ends with a safe, documented, build-ready site.

Project Management and Controls:
Cumming Group will provide external day-to-day project-management support. The City will retain decision, contracting, payment, and acceptance authority. The site-preparation contractor will remain responsible for safety, means and methods, environmental compliance, workmanship, schedule, quality control, and correction of deficient work.

Budget Impact:
Phase 1 will be funded by appropriating approximately $1.53 million in General Obligation bond premium proceeds and transferring approximately $3.84 million remaining in the Fire Station 4 relocation project to the new project. These funds may be used for authorized Phase 1 activities.
