Executive Summary:
Council is being asked to approve Capital Project Ordinance Amendments 2018-9 and 2020-1 to reduce the appropriated budget of FY18 and FY20 Stormwater Improvement projects and Capital Project Ordinance 2027-6 to reappropriate $300,000 in available funds to initiate the design of repairs to Stamper Road. The project is necessary to address the partial failure of the existing culvert, which has resulted in the closure of Stamper Road.
Background:
On July 24, 2026, the Stamper Road culvert failed after trees along the downstream embankment fell and damaged the slope. The embankment damage caused the downstream headwall to separate from the culvert, compromising its structural integrity.
Subsequent storms have caused additional erosion, further separation of culvert components, and loss of soil beneath the roadway. Stamper Road is currently closed to traffic to protect public safety.
The City proposes to begin engineering design to evaluate the damage and determine a permanent solution that addresses the drainage and structural issues and restores the roadway. City Council discussed the project at its September 8, 2026, Work Session and reached consensus to proceed.
