Executive Summary:
City Council is asked to adopt a resolution to authorize a Municipal Agreement with the North Carolina Department of Transportation (NCDOT) to take over ownership of the existing CSX bridge (250230), converting the structure to a pedestrian bridge as part of project EB-6030 Skibo Road Sidewalk/Multi-Use Path. As outlined in the agreement, NCDOT has agreed to repair/fix the substructure's spalls and paint the steel beams, as noted on the inspection report, at no cost to the City and prior to the transfer of ownership.
Background:
As approved in the City's FY19 budget and previously executed NCDOT Municipal Agreement, the City will construct project EB-6030 Skibo Road Sidewalk / Multi-Use Path.
This project will include the construction of sidewalk from Richwood Court to Morganton Road and construction of a multi-use path from Morganton Road to Swain Street along the west side of Skibo Road. Project also includes converting the existing CSX bridge (250230) to a pedestrian bridge, adding fencing and an ADA walking surface across the existing structure.
