Executive Summary:
The Council is requested to approve and authorize the execution of a two-year contract with Waste Management for cart recycling collection services for households and City-owned facilities.
The approximate annual cost for household recycling collection is approximately $2,548,089.36 a year. In addition recycling cart collection at City-owned facilities will be billed at $5.00 per cart per month for once-per-week service and $10.05 per cart per month for twice-per-week service.
Background:
On November 23, 2016, the City issued a Request for Bids for curbside collection of recyclable materials. Following the solicitation process, Waste Management submitted a bid and was determined to be the most qualified and responsible bidder to provide the requested services.
In April 2017, the City and Waste Management entered into an agreement for curbside recycling collection services. The initial contract term was for sixty (60) months, beginning July 4, 2017, and ending June 30, 2022, contingent upon annual appropriation of funds and satisfactory contractor performance. The agreement also included the option for up to two additional two-year extensions upon mutual written agreement of both parties prior to the expiration of the current term.
