Bids were received for purchase of two (2) prefabricated concrete relay control houses for the Cliffdale and Yadkin Substations to VFP Inc., Roanoke, VA, the lowest responsive, responsible bidder and in the best interests of PWC in the total amount of $942,361.84.
Background:
The Fayetteville Public Works Commission, during their meeting on April 23, 2025, approved purchase award recommendation of two (2) prefabricated concrete relay control houses for the Cliffdale and Yadkin Substations to VFP Inc., Roanoke, VA, the lowest responsive, responsible bidder and in the best interests of PWC in the total amount of $942,361.84, and forward to City Council for approval.

Issues/Analysis:
The bid notice was advertised through our usual channels on February 19, 2025, with a bid opening date of March 6, 2025. Bids were solicited from eleven (11) vendors, and three (3) bids were received.
The PWC Procurement Department requests the rejection of the bid that is non-conforming to the specified bid technical specifications. MWDBE / SLS Participation: VFP, Inc., Roanoke, VA is not a small local or MWDBE business. VFP, Inc anticipates to self-perform.
