Executive Summary:
The Council is requested to approve the award and authorize execution of a contract in the amount of $6,638,500.00 the Tryon Drive Drainage Improvement Project, with the lowest responsive and responsible bidder, FSC II, LLC d/b/a Fred Smith Company. Additionally, the Council is asked to adopt Capital Project Ordinance Amendment (CPOA) 2025-20 to appropriate an additional $2,000,000 from the Public Works Commission (PWC) for utility improvements associated with the project.

Background:
The Tryon Drive Drainage Improvement Project consists of installation of approximately 1,250 feet of drainage piping and 400 feet of box culvert, beginning at the intersection of Daisy Lane/Webster Avenue and continuing, crossing Swann Street, private properties, then running along Tryon Drive. Also included are asbestos cement waterline abandonment and replacement with approximately 2,000 feet of 8" PC350 ductile iron waterline. Utility work includes renewal of water and sewer service laterals. The project also involves installation of storm inlets, manholes, sanitary sewer, endwalls and wingwalls, grading, rip rap, paving, curbing, driveways, erosion control, traffic control, etc.
