Executive Summary:
The Council is requested to approve the award and authorize execution of a contract in the amount of $943,786.00 for the Locks Creek Roadway and Culvert Flood Mitigation Project, with the lowest responsive and responsible bidder, Lanier Construction Company. Additionally, the Council is asked to adopt Capital Project Ordinance Amendment 2026-36 and 2020-1 to appropriate an additional $200,000 to provide contingency funding for potential cost overruns exceeding the awarded grant funding received.
Background:
The City of Fayetteville's Stormwater Division has previously received a North Carolina Department of Public Safety (NCDPS) Disaster Relief and Mitigation Grant for the Locks Creek Roadway and Culvert Flood Mitigation Project. On March 9, 2026, the Council authorized the City Manager to execute a Memorandum of Agreement with the North Carolina Department of Public Safety Emergency Management (NCEM) and adoption of Capital Project Ordinance 2026-36 to appropriate funding in the amount of $999,135.00
The project was advertised for bids to be opened on May 21, 2026. Eight (8) bids were received and are as follows:
