Executive Summary:
Staff requests that Council adopt an ordinance amending Section 5-5 of the City Code to authorize alcohol sales by permitted vendors at The Courts at Glenville Lake and at other city facilities designated by the City Manager or designee, through a concession, lease, or license agreement approved by the City. The amendment allows the City to offer concession food and beverage service comparable to peer recreation venues, supports the facility's ability to host tournaments and private events, and generates concession revenue under the governing agreement. The vendor must hold valid permits issued by the North Carolina Alcoholic Beverage Control Commission, which govern the sale of alcoholic beverages. The amendment does not permit patrons to bring alcohol onto city property; consumption is limited to beverages sold by the permitted vendor within designated areas, and the existing prohibition continues to apply otherwise. The amendment follows the structure of the existing Code exceptions for the Fayetteville Regional Airport and the Horne House.
Background:
Section 5-5 of the City Code makes it unlawful to consume alcoholic beverages, or to possess an open container, on property owned, occupied, or controlled by the City.
