Executive Summary:
In the May 22, 2025, meeting, Council desired to move forward with addressing compression issues with upper-level Public Safety officers before a compensation study was conducted.
Background:
In the last fiscal year, Council approved HRD to move forward with getting police officers and firefighters in the appropriate step according to years of service. Doing so brought police officers and firefighters closer to those above them. With this action, those police officers and firefighters going into upper-level officer positions are leapfrogging those that have been in their rank for many years by a significant margin.
