Executive Summary:
City Council is asked to adopt Transit’s updated Service Standards following a City Council Request received on April 6, 2026. The revisions included in the updated Service Standards include modifications to established thresholds for eligibility of bus stop amenities at current and future FAST bus stops as well as updates to definitions and overall service delivery.
Background:
On April 6, 2026, the Fayetteville City Council authorized FAST to review thresholds and options for lowering the standards for bus shelters and benches.
During this review, Transit conducted an analysis and determined that, with the reduction of service standard requirements for bus stop amenities, FAST will have an opportunity to provide a more convenient and enhanced customer experience for current and future transit riders.
The threshold reductions and updated language contained within this update will streamline FAST’s overall objectives and directly align with Transit’s mission to transition to a transit system of CHOICE.
FAST’s current Service Standards were last approved by City Council in May 2021.

None
Budget Impact:
There is no budgetary impact as the cost of additional/replacement bus stop amenities is included in Transit’s overall annual capital budget.
Options:
1. Adopt the updated Service Standards and direct staff to implement the changes.
2. Adopt the updated Service Standards and direct staff not to implement the changes.
3. Do not adopt the updated Service Standards and provide additional direction to staff.
