Background:
The Fayetteville Public Works Commission, during the meeting on October 14, 2026, approved the construction award recommendation for the Annual Underground Distribution Boring Construction Contract to River City Construction, Washington, NC, the lowest responsive and responsible bidder and in the best interests of PWC, in the total amount of $2,366,720.50, and forward to City Council for approval.

The Electrical Engineering Department requests the rejection of bids that are non-conforming to specified bid requirements. SDBE / SLS Participation: River City Construction, LLC, of Washington, N.C. is not a small local or SDBE Business. River City Construction intends to self-perform the entirety of this project
