Executive Summary:
The Fayetteville Public Works Commission has approved a resolution to accept an amended State Revolving Loan Offer Under the Safe Drinking Water Act Amendments of 1996 from the NC Department of Environmental Quality (DEQ) for the PO Hoffer Glenville Lake GAC Construction Projects and requests the City Council adopt a similar resolution to accept an amended State Revolving Loan Offer Under the Safe Drinking Water Act Amendment of 1996.
Background:
The Fayetteville Public Works Commission, during its September 9, 2026 meeting, adopted Resolution PWC2026.16 to accept an amended State Revolving Loan Offer from the NC Department of Environmental Quality (NCDEQ) for the PO Hoffer Glenville Lake GAC Construction Projects and requests the City Council adopt a similar resolution at its September 28, 2026 meeting.
The NC Department of Environmental Quality (NCDEQ) has offered PWC an amended State Revolving Loan offer. The offer increases the previous State Loan Offer of $80.5 million by $5 million, for a total of $85.5 million. The loan terms are 20 years, $26 million principal forgiveness, 1.04% interest, and 2% closing fee. To accept the loan offer, PWC and the City of Fayetteville (City) must adopt a resolution to accept the loan in the form provided by NCDEQ
