Objective 4.4: Forge effective public partnerships with local businesses, state and federal agencies and community groups in efforts to improve process outputs and services for citizens.

Executive Summary:
Council is asked to adopt Capital Project Ordinance (CPO) 2024-4 to appropriate $251,869 for the purchase of replacement scheduling software for the Paratransit (FASTTrac!) service. The funding sources for this appropriation are $181,869 of federal grant funding and $70,000 of local funding provided by the Transit Operating Fund.

Background:
FTA's Enhanced Mobility of Seniors & Individuals with Disabilities Program (Section 5310) provides formula funding to designated recipients to meet the transportation needs of older adults and people with disabilities when the transportation service provided is unavailable, insufficient, or inappropriate to meet these needs.

FTA has awarded grant NC-2023-063-00 for Transit to acquire replacement scheduling software. The current software is outdated and does not recognize newly built retail and residential areas of the FAST UZA. The reporting capabilities of the current software have been found to not meet FTA NTD reporting requirements. The estimated useful life is five (5) years.
