Executive Summary:
The City has been awarded an Emergency Management Disaster Relief and Mitigation Grant (DRMG) for the Ivy and Lyon Road Drainage Improvements Project. The total amount of the grant is $3,500,000. Staff is seeking Council authorization for the City Manager to execute a Memorandum of Agreement (MOA) with the NC Department of Public Safety Emergency Management and adoption of Special Revenue Fund Project Ordinance (SRO) 2024-13 to appropriate funding.


Background:
The City of Fayetteville's Stormwater Division applied for and received a NCDPS Disaster Relief and Mitigation Grant for the Ivy and Lyon Road Drainage Improvement Project.

This project was identified as part of the Little Cross Creek Watershed Study and was approved by Council for project development.

The project is currently at a 90% design state and in the process of completing easement acquisition, permitting, and CLOMR review through FEMA.



Issues/Analysis:
The project includes upgrades to the existing culverts at Lyon Road and Ivy Road to increase conveyance capacity which will help alleviate upstream flooding.
